Drug situation in Uzbekistan
Analysis of the data provided by the law enforcement authorities and the regional commissions on drug control shows that the drug situation in the Republic of Uzbekistan continues to be difficult. The continuing drug production in neighbouring Afghanistan and the transit of opium and heroin along the ‘Northern Route’ are the key factors negatively influencing the drug situation in Uzbekistan. The number of registered drug addicted patients is increasing and amounted to 20,111 in 2008 (19,868 in 2007). According to an assessment of drug abuse among the general population conducted in 2006 within the framework of an UNDOC consultancy project the number of injecting drug users in 2006 was estimated to have reached 0.5% (80,000) of the adult population. Heroin users accounted for 70.7 per cent of total listed drug users, of which 60.9 percent are injecting drug users (IDUs). 3,404 (3,169 in 2007) new HIV cases were registered in Uzbekistan in 2008, of which 1,158 (1,699) are IDUs. The HIV prevalence among registered drug users was 12.6%, 53.6% had been infected with Hepatitis C.
The findings of an independent study on the incidence of problematic drug use (injecting drug use) in Uzbekistan conducted under UNODC in 2007 showed that 61% of the respondents reported “problems with their families” and 24% “problems at school or the workplace”. Most of the patients in treatment had either temporary jobs or lost their jobs whilst seeking treatment.

CADAP 5 in Uzbekistan
The CADAP 5 Programme was launched in Uzbekistan starting from April 2010 and led to the implementation of a series of events such as the first national training seminar for Collection, Analysis of Data and Reporting of Drug Situation (DAMOS), the regional workshop “Monitoring, Evaluating and Steering of Interventions for drug addicts” in Tashkent, (TREAT), and the national inception workshop “Development and implementation of local preventive actions and campaigns” in Tashkent and Urgench (MEDISSA).
To further implement the strategy of CADAP and enhance the anti-drug effort the following events have been planned (and in certain cases already conducted) for 2011:
