The National Coordinator of the Drug and Addiction Policy of the Federal Government of Germany, Ms Mechthild Dyckmans, Member of the German Parliament, is visiting the Republic of Kazakhstan and the Kyrgyz Republic to get information on the drug policy in these countries and to exchange the experiences with German drug policy coordination.

Drug situation in Tajikistan
Tajikistan is situated in the south-eastern part of Central Asia, bordering with Uzbekistan, Kyrgyzstan, China and Afghanistan. With its long boarder (1344km) shared with Afghanistan the main regional drug producer, Tajikistan serves as a shield for the trafficking of drugs from Afghanistan to the Central Asian countries, Russia and further to Europe, but also faces the threat of national drug abuse and the long term social consequences thereof.
Against this background the government of the Republic of Tajikistan approved the “Universal state target programme of prevention of drug abuse and control of illicit drug turnover in the Republic of Tajikistan for the years of 2008-2012” on 30th November 2007. Though required measures for the prevention of drug addiction have been taken considering the danger of the spread of drug abuse and crimes related specifically to drug trafficking, the current situation is far from satisfactory: The number of drug addicts in Tajikistan has steadily grown during the course of the past decades. According to official statistics of the Ministry of Health, there were 8018 registered drug users, including 4583 injecting drug users(57,4% of total drug users), in 2009.
In 2008 1,422 people were infected with HIV were registered. The HIV prevalence among drug users was 10.2%, the prevalence of Hepatitis C was 29.9%. 55.6% of the drug users were injecting.

CADAP 5 in Tajikistan
The current fifth phase of the CADAP started in March 2010. Since then the following seminars and workshops have been implemented in close collaboration with the relevant Government structures such as the Ministry of Health, the Drug Control Agency, the Ministry of Justice, the Ministry of Education and other interested parties:

  • Regional Workshop “The Community Based Treatment Chain for Drug Addicts in Germany” (TREAT),
  • National seminar “Rehabilitation of drug addicted inmates”(TREAT),
  • National training on “Harm reduction/OST and psychosocial support to drug addicts”(TREAT), National Workshop in the field of comprehensive and standardised reporting and the continuous development of drug information system(DAMOS),
  • Initial Workshop “Development of target-group-specific communication strategy” (MEDISSA), National Steering committee meeting.
  • High-level Dialogue meeting on the implementation of the EU and Central Asia Drug Action Plan 2009-2013 under the Hungarian Presidency in Brussels

he following events are planned (and have in certain cases already been conducted) for 2011 in Tajikistan with the aim of strengthening the capacity of partners and achieving the intended objectives of the programme:

  • National seminar in the field of comprehensive and standardised reporting and the continuous development of drug information system (DAMOS)
  • Study tours to Germany to familiarise leading BC experts and decision makers with the community based intervention chain for drug addicts in Germany / intervention chain for drug addicts in prisons (TREAT)
  • Series of national training sessions:training focused on increasing skills and abilities to work with youth casual drug users (selective prevention), training concerning local media campaign and planning MCand training focused on increasing the knowledge and awareness concerning the different treatment options, including substitution treatment(MEDISSA)
  • National workshops on planning the anti-HCV study in IDUs and VHC study supervision, and PDU estimate planning (DAMOS)
  • Regional workshop on Drug Epidemiology and Monitoring (DAMOS)
  • National Training Seminar for journaliststo increase knowledge of the drug phenomena and enhance skills in writing about drug problems (MEDISSA)
  • Study visit to Poland to familiarise national experts with the Polish experience in selective prevention, early intervention, harm reduction and improving access to drug addicts
