On April 23rd and 24th CADAP held Management and Core Group Meetings in Brussels.

From 16th to 18th April, the 4th National Seminar of DAMOS working group took place in Astana, Kazakhstan, attended by Component Leader Dr.Tomas Zabransky.

The DAMOS 4th national seminar for the national experts involved in collection and reporting of key drug epidemiological indicators and other drug-related data on the DAMOS reporting instruments was held in Dushanbe in April 3-6, 2012 with technical support from Ave Talu, the CADAP-5  DAMOS component expert.

On March 20th, representatives from the State Drug Control Service, from the Ministry of Health, the Ministry of Interior, the State Punishment Execution Service, from the Republican Narcological Centre, from the EU Delegation, the GIZ Health programme in Central Asia, from WHO, UNODC and the Central Asian Training Information Center on Harm Reduction (CATIC) attended the National Steering Committee Meeting. 

From 12 to 16 March the 55th Commission on Narcotic Drugs (CND) took place in Vienna, the central international forum of UN member states to discuss and design of the global drug policy.

Several United Nations entities released a joint declaration in which they call on states to close compulsory drug detention and rehabilitation centres and to implement voluntary, evidence-informed and rights-based health and social services in the community. The statement is signed by 12 UN entities and was announced in March 2012.

On the 24th of February, a Dialogue meeting with 50 experts from Kyrgyzstan, Kazakhstan and Tajikistan was been organized by the USAID Qualitiy Health Project on ‘Medication Assisted Treatment’ for Opiate dependent inmates in prison settings in Bishkek.

From January 16th to 19th 2012 a MEDISSA evaluation Mission led by the MEDISSA component leader Piotr Jablonski and Janus Siroslavski took place in Urgench.

The Khorezm Region with its capital city Urgench was selected for the development and implementation of target-group-specific communication strategies

DAMOS has held a workshop in Almaty, Kazakhstan from December 13th to 15th, 2011. The aim of the workshop was to provide the participants with a methodological background and to present them standards of Key Indicators (KI) of drug episdemology.

Following the CADAP MEDISSA working plan a consultation meeting with local campaign team and the goal oriented planning seminar were held in Astana, Kazakhstan from the 23^rd  to 26^th of January, 2012.

SPIN PLUS launches report on needs of opiate users in Dushanbe based on 2010 data.

SPIN Plus was started by a group of HIV-positive people who inject drugs in Tajikistan.

 “One year of DAMOS within CADAP V: achievements, failures, reporting, and planning”

Members of the DAMOS working groups from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan met with the DAMOS Component Leader Dr. Tomas Zabransky and the experts Viktor Mravcik (Czech Republic), Alisher Latypov (Lithuania, Tajikistan) and the UNAIDS expert Dr. Otilia Scutelnicuc (Kazakhstan, Moldova) to wrap-up the first year of implementation of DAMOS / CADAP 5 in participation countries.

On the 29th November 2011 the second National Steering Committee Meeting in Tajikistan was held in Dushanbe. High ranking participants from the Drug Control Agency (DCA), the National Centre for Monitoring and Drug Prevention, the Penitentiary Department of the Ministry of Justice of the Republic of Tajikistan attended the event, as well as the German and French Ambassador, high ranking representatives of the European Delegation. CADAP was represented by Project Leader Ingo Michels, TREAT Component Leader Marcus Martens and National Coordinator in Tajikistan Dilbar Gafarova.

The EMCDDA, Lisbon has published the 2011 Annual report.

The report on the state of the drugs problem in Europe presents the EMCDDA's yearly overview of the drug phenomenon.

From 19-21 October a SEMINAR ON DEVELOPING STRATEGY OF DISSEMINATION OF INFORMATION ON SUBSTANCE ABUSE took place in Bishkek, Kyrgyzstan, within the MEDISSA Component of CADAP.

The Eurasian Harm Reduction Network (EHRN) carried out a drug overdose overview in 12 countries of Eastern Europe and Central Asia: Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Lithuania, Moldova, Russia, Serbia, Tajikistan, Ukraine and Estonia.

 From 3-7 October 2011 a Workshop of UNODC is held in Almaty Kazakhstan, on ‚Adequacy of health services for drug dependent people and people in detention in countries of Central Asia and in Azerbaijan’. In the next 3 years a research study will be conducted

MEDISSA seminar on "DEVELOPING STRATEGY OF DISSEMINATION OF INFORMATION ON SUBSTANCE ABUSE" will take place from October 19 – 21 2011 in Bishkek, Kyrgyzstan.

The Goal of the national seminar is to extend the scope of dissemination of information about drug problem and to improve their quality.

The seminar will start with introductory lectures about conceptual background of information service and Polish experiences with information dissemination practice.

CADAP supports a training for members of NGO’s in Bishkek who are working with drug users in Harm Reduction projects (syringe exchange programmes) or for psycho-social support within OST programme carried out from 22-26th August.

A group of Members of the Kyrgyz Parliament (Jogorku Kenesh) is visiting Berlin to get informed about the drug service system in Germany.

A special focus is on the German substitution treatment structures and institutions.

On 24th June 2011 the third Roundtable took place in Dushanbe, Tajikistan.

The Deputy Minister of Health, Azam Mirzoev attended the meeting as well as the Head of the European Delegation Ambassador Eduard Auer and the German Ambassador Doris Hertrampf.

On 18 January 2011 meeting with represantatives of CDC took place in Bishkek  CDC is focussing on supporting the scaling-up of OST in the region. As also in CADAP an evaluation of treatment effects is planned.

The CDC representative proposed as an idea to organize a Regional Conference on Evidence Based Treatment in autumn 2011. The representatives of CDC, CADAP and GIZ agreed to organize this conference as a joint activity of several International Organizations.

CADAP Project Leader Ingo Michels and the Component Leaders have just finalized the Assessment Missions to all 5 Beneficiary Countries last week.

The workshop will take place on November 1st – 3rd inDushanbe. The aim of the workshop is to make leading medical doctors of addictology familiar with modern approaches in the European Union regarding drug treatment, counselling and rehabilitation. To meet this objective, an EU best practice model will be presented by German key experts Prof. Dr. Christian Haasen and Dr. Roman Zakhalev.

On 5th of October Head of Unit for Central Asia, EuropeAid Office, Ms Beata Kolecka, and the Ambassador Ms Chantal Hebberecht, Head of EU Delegation Kyrgyzstan together with representatives from the EU COM and EU DEL visited the CADAP Headquarter in Bishkek.

After a welcome speech by Ulrich Winkler, Head of GTZ Offices in Kyrgyzstan, Project Leader Dr. Ingo Ilja Michels and Component Leaders Boguslawa Bukowska and Janusz Sieroslawski presented the current state-of-the-art of CADAP and the MEDISSA component.

The 1st Steering Committee Meeting is planned to take place in Tashkent, Uzbekistan at July 5th 2010.

Two MEDISSA European experts Boguslawa Bukowska and Janusz Sieroslawski will participate in the first mission to Tashkentand Urgench Uzbekistan from 27 September to 1^st October 2010.

DAMOS Regional Initial Seminar from 25th to 28th October 2010 in Almaty, Kazakhstan

The planed event from 25 to 28^th October 2010 in Almaty (Kazakhstan) is the first training seminar in the field of comprehensive and standardized reporting and in the continuous development of drug information systems.

In February several meetings took place in Turkmenistan and Uzbekistan.
On the 2nd of February the First National Steering Committee Meeting in Turkmenistan took place in Ashgabat to set-up, support and maintain the project governance structure.
At the Activity Coordination Meeting in Tashkent on the 7th and 8th February the Component Leaders, the Project Leader and Project Manager discussed with the National Coordinators the  activities in 2011.
On the 9th February the First National Steering Committee Meeting in Uzbekistan 

Project Leader Dr. Ingo Michels is presenting CADAP at the International AIDS Conference in Vienna this week.
The event is a big chance to communicate the new approach of CADAP’s 5th phase, learn about other programmes and projects in the field of harm reduction, and exchange knowledge and best practices.
Besides many others, Dr. Ingo Michels already met Aziz Erkabaev, Chief of the International Department of the National Center for Drug Control in Uzbekistan and the representatives of the HIV prevention programmes on injecting drug users of Tajikistan and Turkmenistan.
